If the system works why do only 11 out of 55 in 2011 - 14 out of 69 in 2010 and 13 out of 62 in 2009 comply with it?

What you are seeing is no more than a pattern that you or someone else has looked for and found and there are only two possibilities from this point.

The first is that you're right it works and continues to work into the future which means that as it becomes more widely used you won't be able to get outsider prices and will not make a profit because of over-betting.

The second is that it's just a pattern, just as people see faces in the clouds or in flames and will disappear and evaporate once you try to exploit it for any period of time.

The figures you show above are history, what you have to concern yourself with is the future.
